This act may well be the first of its kind, but we believe this groundbreaking legislation will help us to provide a safer environment for our soldiers and our army.

This protocol, backed by the authority of Boomer 20 and Shaboomboom, as granted by the founder Oagalthorp, and the power of the Army of Club Penguin leadership, states hereto that those found guilty of treason against the Army of Club Penguin shall be punished for their crimes as defined herein.

I. Circumstances

§ 1. Definition of Treason

• The act of joining an enemy army without the expressed consent of the Army of Club Penguin leadership
• The act of joining an army at war with the Army of Club Penguin without the expressed consent of the Army of Club Penguin leadership
• The act of declaring war on the Army of Club Penguin as a leader of another army and a former or current member of the Army of Club Penguin
• The act of making threats or attempting to undermine the safety, security, and stability of the leadership of the Army of Club Penguin, members of the army, or its websites
• The act of providing classified information to an enemy which would aid them or be in detriment to the Army of Club Penguin in a determinable manner

§ 2. Coups d’État

• Coups d’état may only be executed with permission from two-thirds of the following retired leaders: Oagalthorp, Boomer 20, and Shaboomboom
• All other attempted coups shall be viewed as acts of treason and shall be punished accordingly

§ 3. Attacks Against Army Members and Websites

• Hacking, doxing, and denial of service attempts against members of the Army of Club Penguin, past or present, or hacking, defacement, denial of service, and content deletion attempts of any of its affiliated websites, shall be viewed as acts of treason and shall result in permanent banishment from the army and its chat in addition to the punishments outlined in Section II
• Threatening any of the aforementioned actions, regardless of successful execution, shall be viewed as an act of treason and shall be punished accordingly

§ 4. Defamation, Libel, and Slander

• The deliberate falsification of images, videos, quotes, and any other information involving the Army of Club Penguin leadership or its members, past and present, shall be viewed as an act of treason and shall be punished accordingly
• The deliberate publication of information as defined above which is known to be false shall be viewed as an act of treason and shall be punished accordingly
• The deliberate exposing of information with the intent to damage the public reputation of the Army of Club Penguin shall be viewed as an act of treason and shall be punished accordingly
• Whistleblower protection shall be granted to those exposing legitimate evidence of wrongdoing within the Army of Club Penguin, and no such punishment for treason shall come of their actions

§ 5. Aiding The Enemy

• Providing information deemed to be classified to an enemy with the intent to benefit them or harm the Army of Club Penguin in a determinable manner shall be viewed as an act of treason and shall be punished accordingly
• Providing access to or information from any websites belonging to the Army of Club Penguin shall be viewed as an act of treason and shall be punished accordingly

§ 6. Determination of Crimes

• Formal accusations of treason may only be brought by members of the Army of Club Penguin leadership or by a member of the panel of guardians as defined below
• Those who stand accused of treason against the Army of Club Penguin shall come under trial of a panel of the guardians of the army: Boomer 20, Shaboomboom, Mchappy, and Capncook, with the fifth vote belonging to the current leaders of the army
• In more serious circumstances, accusations may be brought against individuals who are not members of the Army of Club Penguin, including but not limited to coups d’état, attacks against army members and websites, and defamation, libel, and slander
• If convicted by a three-fifths majority vote, the accused is sentenced to the punishments detailed herein

II. Punishment

§ 1. Current and Former Leaders

• If convicted of treason by the panel of guardians, current and former leaders are stripped of all ranks and titles, including but not limited to Legend status, ownership privilege, medals of honor, authority on any leadership councils, access to any and all Army of Club Penguin websites, and mandatory minimum three-month banishment from the chat to be determined by the panel of guardians
• Current and former leaders shall retain the status of Leader for historical purposes, however all privileges associated shall be revoked
• Upon expiration of the banishment from the chat, current and former leaders shall be permitted to return to the chat as a member rank
• Current and former leaders are not prevented from rejoining once their banishment has expired, however they may not join above the rank of Brigadier General and shall not receive moderator or ownership status corresponding to their rank until they have served as a member for 6 months

§ 2. Current Owners

• If convicted of treason by the panel of guardians, current owners are stripped of all ranks and titles, including but not limited to Legend status, ownership privilege, medals of honor, authority on any leadership councils, access to any and all Army of Club Penguin websites, and mandatory minimum two-month banishment from the chat to be determined by the panel of guardians
• Upon expiration of the banishment from the chat, current owners shall be permitted to return to the chat as a member rank
• Current owners are not prevented from rejoining once their banishment has expired, however they may not join above the rank of Colonel and shall not receive moderator or ownership status corresponding to their rank until they have served as a member for 4 months

§ 3. Current and Honorary Moderators (Legends)

• If convicted of treason by the panel of guardians, current and honorary moderators are stripped of all ranks and titles, including but not limited to Legend status, moderator privilege, medals of honor, access to any and all Army of Club Penguin websites, and mandatory minimum one-month banishment from the chat to be determined by the panel of guardians
• Upon expiration of the banishment from the chat, current and honorary moderators shall be permitted to return to the chat as a member rank
• Current and honorary moderators are not prevented from rejoining once their banishment has expired, however they may not join above the rank of Major and shall not receive moderator or ownership status corresponding to their rank until they have served as a member for 2 months

§ 4. Current Members

• If convicted of treason by the panel of guardians, current members are stripped of all ranks and titles, including but not limited to soldier of the month privileges, medals of honor, access to any and all Army of Club Penguin websites, and mandatory minimum three-week banishment from the chat to be determined by the panel of guardians
• Upon expiration of the banishment from the chat, current members shall be permitted to return to the chat as a member rank
• Current members are not prevented from rejoining once their banishment has expired, however they may not join above the rank of First Lieutenant and shall not receive moderator or ownership status corresponding to their rank until they have served as a member for 1 month

§ 5. Enemies and Non-ACP Soldiers

• If convicted of treason by the panel of guardians, enemies of the Army of Club Penguin shall face a mandatory minimum six-month banishment from the chat to be determined by the panel of guardians
• Upon expiration of the banishment from the chat, enemies and non-ACP soldiers shall be permitted to return to the chat as a member rank
• Enemies and Non-ACP soldiers are not prevented from joining once their banishment has expired, however their rank must first be approved by the panel of guardians and they shall not receive moderator or ownership status corresponding to their rank until they have served as a member for 3 months

§ 6. Other Circumstances and Exemptions

• The panel of guardians, including Boomer 20, Shaboomboom, Mchappy, and Capncook, reserve the right to make exemptions to these policies in unusual circumstances as long as a majority three-fifths agreement is made
