I’m back from vacation and glad to see things are a bit more stable than when I left.

I just wanted to explain something…

People are making a big deal about ACP not voting for it’s leaders.  Let’s run through the armies and see how they handled the same situation last time around.

No Election:

• ACP – Leaders pick the best leader for the army (has worked well)
• UMA – Had elections for Co-Leaders, then after rebellion, new leaders were chosen, not elected
• WW – Wii and Spacey were leaders for a while, but new leaders chosen by former leaders

Election:

• RPF – Election, got screwed up 3 or so times and was redone each time, and they ended up with someone most people don’t like anymore

Didn’t need one recently:

• Nachos – Have had the same leaders for maybe 8 months so I don’t remember how they do it
• IW – Icey has always been the leader (lol)

From that, I would say that most armies either haven’t needed to vote or didn’t vote, and those have been the best off.  The army that did (RPF), is trapped in a downward spiral and probably needs the most help of any of them.  The ACP Nation page will be updated shortly, because we aren’t a Democratic-Republic, and neither are any of the armies up there.

If you care to know, we are (to the best of my knowledge), defined as a Congressional Oligarchy (Oligarchy = Group of Leaders, Congressional = We have a working Congress).  The Nachos are, in my opinion, the closest thing to a democracy since they elect most major positions and have a council of some sort.  Because Club Penguin Nations and Governments were created just to protect and govern servers, the terms don’t fit well.  For example, the Nachos are something like a Democratic Congressional Oligarchy, because while they elect their leaders, power is shared by a group of leaders (oligarchy) rather than by a single elected individual.  Best not to complain about it because we’re all pretty much the same.

Speeder109 had an idea that i wish to carry out on a large scale; an ACP Movie!!!

Here is the current main plot for the movie; The ACP is the only army that can save Club Penguin from a powerful force.

Next, I will absolutely abuse my author powers by giving a short statement on what I think about Next-Gen. I think ACP has already compromised enough on what Next-Gen wants and that they’re just being difficult.

I am sure most of you are asking that exact question. I am going to attempt to explain. When Saint decided to retire, she chose a new leader for the ACP to replace her. There was an ACP soldier who felt he deserved the position more. Rapidy, who was the leader of ACP and was fired by his own soldiers. Rapidy then teamed up with Commando, the former leader of RPF, ( which is struggling) to try to force Saint into selecting them to run ACP. When this failed, they formed the  Next Generation Of ACP. They recruited a  retired ACP soldier, 3  recently joined ACP soldiers, and 1 ACP veteran. In all, NGA is made up of mostly non ACP  members. They made campaign banners asking you to disown your own army and vote them into power for the betterment of ACP.  How a retired/fired former leader and a non ACP, former leader of a small struggling army is for the betterment of ACP I fail to understand. They were soon joined by the regular ACP haters on Club Penguin. It became and has become more of a regenerated RG then any thing else. They are led by Omega39, ACP’s long lived sworn enemy, so you can see where they are headed.

In the past 2 weeks or so, the current leaders and former leaders, (excluding Rapidy) discussed a path for change. And from that discussion was born our new groundbreaking democracy that will be phased in over the next 6 months. This new democracy, simply put, left the NGA with no reason to exist anymore. They were formed after all, in their own words, to just bring a democracy to ACP. So now in 6 months, ACP will be the ONLY major army to elect it’s leader and be governed by a senate. The Nachos certainly don’t, and that is why you see Akabob, trying to support NGA against the ACP. As long as they are busy with the ACP, Akabob feels safe. Now the NGA is left with no clear reason to exist, they have decided to bring ACP down. They tried the CP United Nations, and when they failed there, they claimed it was because they were made up of high ranking ACP soldiers. Finally, Saint and the other current leaders of ACP decided we have had enough. They are no longer just a campaign site, but have morphed into a true rebellion as can be seen by the change in posts and comments. In fact sadly, one of their “leaders” ( in power with no election) likened himself to Jesus. ACP has decided for the betterment of ACP and the safety of our chat room, we will ban and fire all members of the NGA. They were all given the chance to leave the NGA and resume their career with ACP first. They chose the rebellion over ACP.

ACP will, going forward, ignore the NGA and their band of renegades and work towards bringing our new democracy to fruition.

Along the way, we will say a sad goodbye to a retiring leader ( Saint) and welcome in a new leadership, who will steer ACP to a new and bright future. All those who have stayed for the ride, are what has made ACP the greatest army in CP, and will see ACP flourish in the coming months. Thank you for your faith and thank you for your loyalty.

The 3rd ACP Practice War with new divisions was one of the most exciting yet.  Check out the official battle summary below.

In the beginning of the battle, Echo quickly gained a good lead due to good organization and tactics, leaving Alpha and Delta in the dust.  Alpha was only able to gain a single point in Echo’s quick start and Delta none.  After about 10 minutes, Alpha was able to get more situation and organized and began to close the gap between itself and Echo.  At some times, Alpha came within 3 points of tieing with Echo, but Echo continued to pull away.  In the end, Delta was able to gain a single point, avoiding a shut out.

FINAL SCORE

Echo: 11  Alpha: 7  Delta: 1

Now, here are the all-time records of the divisions in practice wars.

1st Echo: 2-1

1st Alpha: 2-1

2nd: Delta 1-2

Great job to everyone!  Thank you for coming!

EDIT: This voting Government might be discarded.

You may have heard of the Electoral College from the United States Government.

In the United Sates the Electoral College is(information provided by http://en.wikipedia.org/wiki/Electoral_College_(United_States)#Summary):

Presidential electors are selected on a state-by-state basis, as determined by the laws of each state. Each state currently uses its statewide popular vote on Election Day to appoint electors. Although ballots list the names of the presidential candidates, voters within the 50 states and Washington, D.C. actually choose electors for their state when they vote for President and Vice President. These presidential electors in turn cast electoral votes for those two offices. Even though the aggregate national popular vote is calculated by state officials and media organizations, the national popular vote is not the basis for electing a President or Vice President.

A candidate must receive an absolute majority of electoral votes (currently 270) to win the Presidency.

Or in other words: Groups of people from congress, (in Illinois 21; 2 Senators, 19 Representatives) cast an electoral vote for the person the majority of their area’s people voted for.

An example would be: If the majority of the electoral votes for Illinois was 17 for candidate A and 4 votes for canditate  B, candidate A would get all 21 of Illinois’ votes.

If you still don’t understand let the school house of rock tell you:

I am going to take this flaw in the United States government, and turn it into something useful for the Army of Club Penguin.

First, the leader personally selects3-5 people from each Division to be in the Electoral College of the ACP. These people must be unbiased and independent of their choices.

Then, the soldiers would vote normally saying what division they are in and whom they are voting for. This gets tallied in each division and the candidate with the majority of the votes get the 3-5 votes from the members of the electoral college.

Finally, if the electoral college doesn’t agree with the choices the soldiers made they can over rule the soldiers vote with a: 10 to 5 vote, 8 to 4 vote, or 6 to 3 vote. (Depending on the number of people from each division that are in the electoral college.)

Example:The soldiers in Echo and Delta Division vote for candidate A but Alpha Division votes for candidate B, candidate A would win unless (with an Electoral college of 12 persons) someone wants to call for an Electoral vote. If the Electoral vote is 8 votes for candidate B and 4 for candidate A,  then candidate B would become the next leader of the Army of Club Penguin.

This would be into effect after Dryvit’s term.

I know that most of you will not be happy about this, but it is for the best. This way we have a small chance of having equality vote instead of a popularity choice.

For the first time in a long time, I would like to announce a new Practice War!  The battle will be Echo vs. Delta vs. Alpha ina  server wide battle on Klondike.  Each division will start in a room (base).  When the battle begins the divisions will be able to move around the server and battle their fellow divisions.  Judges (all of the leaders who can make it) will be around the server giving points to teams who are using strategies and skills that count for points.  At the end of the battle (the battle will be a half hour long) whichever division with the most points wins.  For times and more info, read the next section of this post below.

NOTE: Each Division leader must give commands from their own division chat.  Also, the 1st and 2nd Generals will be leading this battle.
