    This means that we need to set up who owns what. This is my plan:

    USA North — ACP

    USA Central — RPF

    USA South — Shared amung smaller allies

    Canada — SSACP or UMA

    UK — SSACP or UMA

    Australia — Used for new army training and recruiting
