Here’s how to get the Free Non Member Item,the Red Propeller Hat:
1. Loggin in Club Penguin
2. Go to the Dock
3. Throw Snowballs to the Painting
4. After you have completed both 3 Paintings,the Red Propeller Hat will appear:

Here’s how to get the Free Members item,the King Jester Hat:
1. Loggin in Club Penguin
2. Go to the Snow Forts
3. Go into the “A silly Place” room for Members only
4. Walk over to the top of the King Jester Hat
5. Say Yes!
